Field Projects
As a think-and-do tank, COWS emphasizes applied research through
“real-world” experiments in alternative policy. One
example is in the area of training and modernization. COWS is the
national leader in promoting “high-road” regional partnerships
that bring employers, unions, public-sector institutions, and community
groups together around the goal of industrial upgrading. While the
partnerships vary in structure, governance, and funding, they share
the common objective of building an economy based on skills, innovation,
equal opportunity, and community accountability, rather than on
"low-road" practices that lower living and working standards
and weaken communities.
Here in Wisconsin, COWS-initiated partnerships are found in the
state’s two major population centers. Jobs With a Future Partnerships
covers the south-central part of the state, which includes Madison,
the state capital. The Milwaukee Jobs Initiative and the Wisconsin
Regional Training Partnership are in the southeastern region of
the state, based in Wisconsin’s largest city.
